Canada condemns North Korea

Canadian Foreign Minister, Peter MacKay issued a statement, condemning the North Korean missile test on 4th of July:
    “This is not the first time the North Korean government has used brinkmanship in an attempt to improve its leverage with the international community,” said Minister MacKay. “Canada believes that such tactics are counterproductive and ultimately destined to fail.”

Does Minister MacKay know the difference between North and South Korea?

And would he condemn himself if it turns out he does not?
